NASO took part in discussion on Corporate Social Responsibility – achievements and challenges
On March 28, 2016 in the Ministry of Labour and Social Policy a discussion meeting on Corporate Social Responsibility – achievements and challenges was held. Team members of National Alliance for Social Responsibility (NASO) together with members of the Economic and Social Committee (ESC) and employers’ and workers organizations, NGOs, Ministry of Labour and Social Policy, National Committee of Corporate Management, Association of Directors for Relations with Investors in Bulgaria, Bulgarian Network of UN Global Contract, Bulgarian Stock Exchange, University of National and World Economy, Economic Research Institute of Bulgarian Academy of Sciences, Economics 2000 Club, National Initiative Social Solidarity and others attended the event. Prof. Lalko Dulevski, chairperson of ESC opened the meeting. Mr. Ivaylo Kalfin, deputy prime minister and minister of labour and social policy welcomed the participants. Dr. Milena Angelova, secretary general of the Association of Industrial Capital in Bulgaria and Mr. Veselin Mitov, secretary of Labour Confederation “Podkrepa” presented a statement on “Corporate Social Responsibility – achievements and challenges” developed proprietarily by ESC.
Different points of view and proposals for the modern opportunities for CSR development and its contribution to the general social and economic development of Bulgaria were shared during the discussion. Some progress in the understandings, attitudes and perceptions of the CSR role was reported, as well as improvement of methods and areas where CSR is realized. Creating better environment for CSR development through legal support measures was discussed as well.
„We’re currently developing a new strategy on CSR which will include specific measures, and social innovations that will aim to give the business an incentive to be more responsible to its environment, said Mr. Kalfin. The ministry is developing tools for CSR and is actively using the operational programmed for employers funding. Minister Kalfin said that special attention is given to the support policies for the small and middle business too.
Mr. Georgi Georgiev, president of NASO, presented NASO commitment to work for the CSR development in Bulgaria directed to support of human factor and people as a leading resource for the development of the society as a whole. In this regard, NASO has significant support across the country, including of local authorities and is in active partnership with the government. Having in mind NASO commitment to develop more effective models of support for persons with disabilities and other groups in need, and in compliance with the understanding that support for employment is one of the most effective supports for social inclusion, NASO believes that CSR may be an extremely significant area where effective support and positive results can be expected. Mr. Georgiev underlined however that specialized companies which currently are the only support for employment of persons with disabilities are extremely insufficient employment opportunity as it provided jobs for around 2000 people. As an approach for future development and provided that adequate new legal framework with incentives of CSR development for open labour market employers, much more jobs can be opened with less financial resources.
NASO expressed its gratitude to the Ministry of Labour and Social Policy for accepting NASO proposal and including supported employment as a new form of employment in Bulgaria for persons with disabilities. This achievement must be continued with new legal regulations supporting employers to open more job positions for persons in need, proposed NASO. In conclusion Mr. Georgiev pointed out that CSR development directed to employment of persons with disabilities is an extremely important topic that can be applied with multi-sided effect – on social inclusion, better employment, adequate support to employers, CSR development and contribution to the general social development of Bulgaria. The participants reacted with positive attitude and expressed general desire for future partnership in this direction. Ms. Zornitsa Roussinova, deputy minister of labour and social policy, closed the meeting with a summary and guidelines for future partnership.
