Meeting of Working Group on Social Economy
On March 24, 2016. the Ministry of Labour and Social Policy a regular meeting of the interinstitutional working group on social economy, which is drafting a law on social economy/social entrepreneurship was held. National Alliance for Social Responsibility (NASO) also participated in the meeting, which was opened by Mrs. Teodora Todorova, an expert in the State Department "Life standard, demographic development, policies and strategies"of the the Ministry of Labour and Social Policy. Mrs. Todorova presented to the participants the meeting's objectives, namely the discussion of the first version of the draft law on social economy and its grounds. The Ministry highlighted that the draft document is only a basis for further discussion and should be seen as a basis upon which the future law on social economy will be built through mutual dialogue and partnership.
NASO underlined the significance of the historic moment for the Bulgarian social sector of having a foundation to be clarified which result should be implementing legal grounds for developing and promoting social entrepreneurship in Bulgaria. NASO also recommended a deadline for the work on future law to be fixed, further clarification of classification criteria and legal forms of social enterprises, as well as detailed incentives for social enterpreneurship. The statements of other participants in the Working Group supported the opinion of NASO. As a result the end of 2016 was pointed as a deadline for the work of the group, as well as furture in-depth and detailed discussion on the various parts of the draft law and their analytical and financial justification. The next meeting of the Working Group will be in April.
The topic on social entrepreneurship and its new legislation is included in a separate session during the upcoming XI national forum for Social Service Providers, which will be held on 13 and 14 April in Veliko Tarnovo.
