Regional Forum in Vratsa - Interinstitutional Partnership as Guarantee for Quality of Social Services
On March 15, 2016, in Vratsa municipality a regional forum on "Interinstitutional partnership as a guarantee of quality of social services", organized by the National Alliance for Social Responsibility (NASO) in partnership with Vratsa municipality was held. As the Bulgarian largest organization for people with disabilities, bringing together nearly 1000 regional sructures, local authorities and organisations, NASO presented its work on leading topics and activities at European, national and regional level aimed at the development of social policies and support services to improve the effectiveness of social work and improving the quality of social services. Various tools for achieving these objectives were presented, including the pathways for communication to the European Commission and already achieved results on the mechanism of the European semester, the current work on regulatory changes in Bulgaria in the field of provision of social services, social entrepreneurship and supported employment, as well as already created partnership with the Agency for Social Assistance through monthly National Discussion Meetings on "Social Services" and other forms of increasing the capacity of teams and quality of social services. The upcoming national events of NASO were also presented –the 11th National Forum for Social Service Providers, which will be held on 13 and 14 April in Veliko Tarnovo and the National Forum/Exhibition of Social Services from 8 to 10 June in Varna.
Mr. Kalin Kamenov, mayor of Vratsa, welcomed the participants and pointed out that "the topic to be discussed today – on partnership and service quality, is extremely important. The joint actions between responsible parties is the key to success and it often is seen as very difficult in the social sector and therefore is one of the most serious issues. I dare to say that we, as a municipality, have a good quality of social services. On everyday basis we should develop the parnership and only teamwork can improve social services. I believe that with the new team in Vtatsa municipality - Deputy Mayor Petya Dolapchieva and the Director of the Directorate – “Health, social and youth activities "Galia Cvetanova, you will have a partner to help you in your activities and daily work. I wish Vratsa to be an example and to introduce new models of social practices, known in many European countries. Soon there will be a blue room in which children - victims of violence, will be consulted," said Mr. Kamenov at the opening of the Forum.
During the meeting the social services in the municipalities of Vratsa and Roman were presented, as well as projects which are realized on the territory of the region. The total number of social services provided by the municipality of Vratsa is 14, whereby 13 of them were governmentally funded, and 1 – a center for temporary accommodation, is a local funded activity. That overview of social services in the city made made by the Director of the Directorate – “Health, social and youth activities "of Vratsa municipality Galya Cvetanova. Mrs. Margarita Staneva, Secretary of the municipality of Roman, presented the services in Roman. Mrs. Spaska Petrova, Association "New time", introduced the latest initiative in Vratsa – a volunteers centre, developed jointly by the National Alliance for Volunteers Activity, Vratsa municipality, Veliko Tarnovo University and "New time". Upcoming funding opportunities were presented by Tsvetana Ivanova, Director of the Regional Information Centre of Vratsa. Social entrepreneurship, future employment of the users in the social services, their full inclusion in society and the overall direction to better quality and efficiency of services provided were the leading matters in the discussion that closed the Forum.
