Seminar on European Semester as mechanism for implementing UN RPD Convention
On December 9, 2015, in Brussels, Belgium, a seminar on “The European Semester as a mechanism for implementing the UN Convention of the Rights of Persons with Disabilities”, organized by the European Association of Service Providers for Persons with Disabilities (EASPD), took place. Representatives of the European Commission and experts from various structures of the EU as well as representatives of organizations of persons with disabilities from all European countries took part in the event, whereby the Bulgarian non-governmental sector was represented by National Alliance for Social Responsibility (NASO). The main focus of the seminar was on how the UN Convention of the Rights of Persons with Disabilities could be implemented through the European Semester, and more specifically, in terms of education, employment, independent living in the community. EASPD assumes that the principles in the UN Convention of the Rights of Persons with Disabilities are crucial for achieving the objectives of the EU on employment, growth and investments, the successful implementation of the Europe 2020 Strategy as well as of the Stability and Growth Pact.
The report of the Bulgarian civil organizations including alternative recommendations, identified problems and possible solutions, which NASO coordinated and put together for the second year, was highly appreciated as one of the best and very in-depth studies conducted on topics as poverty and social exclusion, employment and education. On the basis of the reports of all countries, a handbook with recommendations on the work of the various countries, among which also a report by NASO and the Bulgarian participants, was published.
Discussions by nationalities took place, whereby within the panel discussion about Bulgaria and the work on the European Semester, the alternative recommendations and the preparation of reports, the representatives of NASO talked to Nikolay Stoyanov, representative of DG Employment, Social Affairs and Inclusion. Within the conversation, it was pointed out that the connection between education and employment is the most adequate way for eradicating poverty and ensuring social inclusion. NASO will present editions of the EASPD handbook to all interested parties.
